I hate the IRS

I made just over 25,000 in 2008.  That is barely enough to survive in this area, in my experience.  How the fuck is it that I'm getting a combined return, between state and federal tax refunds, of less than 80 dollars?  Hell, if I wasn't paying interest on student loans I would actually have owed THEM money!
